Exaggerated and misleading concerns about generative artificial intelligence have crowded out reasonable discussion about the technology, generating a familiar, yet unfortunate, “tech panic.”

While the UK aims to use light touch regulation to become Europe’s leader in AI, the EU has taken the opposite approach, creating burdensome rules for the technology in its set-to-pass AI Act.

Services may eventually force EU users into alternative business models to continue operating in the bloc or even abandon ad-based business models globally if forced to adopt EU-style rules everywhere. Europe should not expect the rest of the world to subsidize its online services but should instead ensure privacy rules allow targeted-ad-supported business models to continue flourishing.

The Center for Data Innovation submits feedback on the European Commission’s key performance indicators to measure the progress towards the Digital Decade Policy Programme 2030 digital targets. The feedback includes proposed changes on how to improve some of the KPIs.

The AI Act’s broad definition of AI penalizes technologies that do not pose novel risks. To resolve this, policymakers should revise the definition of AI to only apply to specific AI approaches that create significant challenges.
