Agreeing to Disagree: The Need for More Interoperable Tech Policies

As policymakers at all levels of government continue to enact new laws and regulations impacting digital technologies, businesses face a wave of complicated, duplicative, and sometimes contradictory rules. Complying with many different rules with similar goals can impose unnecessary costs on online services with no real benefit to consumers.

Competing jurisdictions appear unlikely to agree to follow the same set of rules, in part because they often have different priorities and preferences. But even when they do not want the same rules, they can still do more to create interoperable policies, such as using common definitions, creating similar compliance mechanisms, and coordinating enforcement actions.
