Matthew Allen

Mr. Matthew Allen is the Director of the National Intellectual Property Rights Coordination Center. In this position, he directs the federal government’s response to combat global intellectual property theft, enforce intellectual properties rights violations, and protect national security. Additionally, he oversees Homeland Security Investigations’ (HSI) counterproliferation investigations which prevents illicit procurement networks, terrorist groups, and hostile nations from illegally obtaining U.S. military products; sensitive dual-use technology; weapons of mass destruction; and chemical, biological, radiological, and nuclear materials.

Prior to assuming his current position, Mr. Allen was the Senior Official Performing the Duties of the Deputy Director at U.S. Immigration and Customs Enforcement (ICE) with oversight of ICE’s day-to-day operational and mission support personnel assigned to more than 400 domestic and international offices and administers an annual budget of over $8 billion.

Mr. Allen has also served as the Acting Executive Associate Director (EAD) for HSI. And during his time within HSI headquarters, he served in many critical leadership roles including the Deputy EAD, the Assistant Director for Domestic Operations, and HSI’s Investigative Programs Divisions. In these positions, Mr. Allen was responsible for the daily operational oversight of HSI’s investigative activities.

Preceding his appointment, from 2008 to 2016, Mr. Allen served as the Special Agent in Chard for HSI Phoenix, one of the largest domestic field offices within HSI, with oversight of the full spectrum of HSI’s investigative and operational activities in the State of Arizona. And, between 2004 and 2008, he completed a headquarters tour during which he served as the Deputy Assistant Director of the Financial, Narcotics, and Public Safety Division, and as the Deputy Assistant Director of the Critical Infrastructure and Fraud Division.

Mr. Allen has an undergraduate degree in Criminal Justice from the John Jay College of Criminal Justice in New York, New York.
