We Can Cut Carbon Emissions, Trump or No Trump
While President Trump ponders withdrawing from the global agreement to avoid the worst effects of global warming, states and localities are sending a powerful signal to the world: It is only the U.S. government that is shrinking from this challenge, not the American people, write David Hart and Chad Smith in the Richmond Times-Dispatch. But state and local commitments to cut emissions can have a much greater impact if they are broadcast to the world and validated through the mechanisms created by the Paris Agreement.
