Recommendation

Congress should create a “U.S. Manufacturing Digitalization Investment Fund” that would provide repayable, low-interest loans to American SME manufacturers to help finance upfront investment in digital manufacturing technologies and solutions.

Details

Due to intense working capital constraints, many small manufacturers are unable to make the upfront investments in upgraded digital technologies that could have positive ROI paybacks in as little as two years. In fact, one study found that nearly one-quarter of mid-Atlantic SME manufacturers can barely cover their weekly working capital costs. The government could defray the upfront costs by providing up-front, repayable loans to encourage capital investment.
