Recommendation
Congress should establish an authorized, independent foundation for NIST to improve and expand research, commercialization, and standard-setting for emerging technologies through public-private collaborations.

The Expanding Partnerships for Innovation and Competitiveness Act (EPIC), sponsored by Sens. Chris Coons (D-DE), Todd Young (R-IN), Jon Hickenlooper (D-CO), and Deb Fisher (R-NE), would do so by establishing a Foundation for Metrology and Standards (FSM) to engage with the private and philanthropic sectors to support the National Institute for Standards and Technology’s (NIST’s) mission in advancing measurement science, technical standards, and emerging technology research.
