Recommendation

Congress should establish an Advanced Research Projects Agency for Competitiveness (ARPA–C) to fund advanced R&D projects.

Details

If the United States wants to remain a leader in key technologies necessary for national security and the commercial sector, it requires co-investment from the federal government and private industry. A Competitiveness Advanced Research Projects Agency, which NIST could administer, should be funded by year five with at least $20 billion annually to invest in developing strategically important technologies.
