The Commerce Department should apply ICT Service Reviews to EU firms.
Details
The Department of Commerce should interpret new rules regarding foreign adversaries’ use of ICT goods and services as applying to transactions with EU firms that use ICT goods and services with those same adversaries. Under Rule (86 FR 4909), the United States currently does not take part in ICT transactions with “foreign adversaries” such as China, Russia, Iran, Cuba, Venezuela, and North Korea. These trade restrictions are rendered inept if not taken on unilaterally by the United States and its allies, including Europe.
