To Do: Create a New and Improved Affordable Connectivity Program
Recommendation
Congress should take existing broadband subsidy programs and consolidate them into a new ACP-style program.
Details
The federal government should ensure that broadband is affordable for low-income households. To that end, Congress should create a more targeted and durable Affordable Connectivity Program (ACP) that aligns funding priorities with the remaining causes of the digital divide. The renewed program should be a more targeted version of the existing ACP, keeping its central structure while incorporating reforms to address reasonable objections to the old program. The new ACP should provide a benefit of $30 per month to households at or below 135 percent of the federal poverty level or in their first three months of unemployment insurance. By prioritizing affordability rather than deployment, the new program can connect low-income households without new federal spending.
